In May 2022, the PRI is continuing its work on understanding how responsible investment is undertaken in passive investments. As part of this work, we are consulting asset owners, investment managers and index providers to give us insights as to whether and how signatories’ approaches to responsible investment have been influenced by the growth in passive investment strategies in recent years.

Participation in the consultation involves responding to a set of 6-15 qualitative questions on how asset owners and investment managers have adapted their approach to responsible investment due to the structure of passive investment strategies and the products available. It also looks at the alignment between asset owner and investment manager responsible investment priorities in approaching stewardship across passive portfolios. Separately, the survey looks at index provider practices with regards to the construction and evaluation of indices and the consideration of responsible investment priorities.

All responses will be treated confidentially, and any references to responses in the succeeding Consultation Summary will be anonymised unless consent is expressly secured in writing or upon signatory request. The Consultation Summary will be circulated to all participants at the conclusion of the consultation. Survey participants also have the option to attend a facilitated group discussion on the topic in June 2022 to discuss the issues.

The insights gained from the consultation will inform the PRI’s position on the risks and opportunities of responsible investment in passive investment strategies and allow us to come to an informed decision on what constitutes best practice with regards to investment approaches, policy, and regulation. These positions will be articulated in a Thought Leadership Paper scheduled for 2023 and insights will be integrated into relevant PRI workstreams.
